How exactly did you create the new page?

Did you use the "From scratch" realm and then using the Yanel toolbar to 
create an XHTML page?

do you mean publish it such that is accessible for everybody? If so, 
then you need to change the workflow
status by clicking on the Yanel toolbar, search for "Revisions and 
Workflow" and then select the most recent revision of
the page and change it's current worklfow status.
