[Yanel-usage] Default Toolbar menus

Hi

I have slightly changed the "permissions management" menu items within 
the Admin menu such
that it is hopefully clearer which permissions can be edited and also 
moved the "View Page Info" to
the File menu.

Additionally I have continued with the i18n re german language.

Please have a quick look at it (e.g. within the from scratch realm).
