[Yanel-usage] Create new users

Hello Michael, 

Thank you for your response 

I have three files edited. 

REALM/ac-identities/users/
REALM/ac-identities/groups/
REALM/ac-policies/

With Yulup can I get to the page with the user-based access, and I can 
call yanel the toolbar. 
However, I can not create a new page in yanel. 
What did I forget to edit? Here again the permissions seem to be missing.

Installed on the server with yanel.
