[Yanel-usage] Local config dir is now configurable

Dear All

I have made the local config dir configurable within 
(local.)build.properties.

The property local.config.dir denotes the place where files like 
local.log4j.properties, local.realms.xml ... are located.

The default value is conf/local which means if you have existing local 
config files, then you should move them into this directory
or configure it within src/build/local.build.properties by setting 
local.config.dir=conf and then it should be as it is now.

The advantage is that one can have different setups and one can now 
easily switch between these by changing the value within 
local.build.properties.
