I'm experiencing the same problem on my machine. 
I think it might work with subversion 1.4, but I didn't try.

A workaround is to download svnkit:
http://www.svnkit.com/org.tmatesoft.svn_1.1.0.standalone.zip

And use the provided svn shell script instead of your native svn client.
