I  guess I would consider INVISIBLE as an additonal flag instead a 
workflow status on its own.

Hence the workflow status would be PUBLIC, but it has the flag 
invisible, because the end user
is given the right to "pull back" his/her comment, but is not allowed to 
change the workflow

Makes sense?
