yes, but it should be backwards compatible or rather it used to work before.
IIRC when integrating superfish we just added stuff, but didn't really 
remove something.

But maybe the problem is that we also changed toolbar.css:

which contained necessary code to open the menus.

yes, a custom realm of ours doesn't work anymore as expected, whereas it 
seems
that this is a CSS problem
