We currently have a similar problem and "solve" this using a 
CHANGE-LOG.txt, but which is error-prone, because it needs quite a bit 
of human touch. We minimize the problem of forgetting stuff by moving
all these kind of files either into the resource types themselves or 
into the repos/data-repo/data/app directory.

Another way might be to have a registry of such files, which then could 
be used to update these files automatically.
