[Yanel-dev] Re-indexer Link to generic Toolbar Admin menu added

Hi

I have added the re-index link to the generic Admin Toolbar menu, 
whereas this only works if one sets also a resource configuration, e.g.

src/realms/yanel-website/res-configs-repo/data/re-index.html.yanel-rc

or

src/realms/from-scratch-realm-template/res-configs/re-index.html.yanel-rc

I will try to configure this as a global resource config, such that the 
URL will be something like

http://127.0.0.1:8080/yanel/MY_REALM/yanel/re-index.html

and that the configuration can be overwritten per realm.
