Re the "create new page" link, one should check the creator resource first if
it actually exists within this realm.

Another "creator" could be "create a redirect/move" link (again an exist test
should be done) and in this case one should be able to select a link from the
sitetree.

If the toolbar is not enabled, then also the sitetree and a search field could
be displayed in order to help people to find what they are looking for.
Also mabye a contact form ...
