The policy manager is usually available from the toolbar under the "Yanel >
Page" menu:
- viewing policy can be done from
http://localhost:8080/yanel/?yanel.policy=read&orderedBy=1&showParents=false&showTabs=true
- editing them can be done from
http://localhost:8080/yanel/?yanel.policy=update

Polishing of policy UI is now bug 7165.
