With static pages I meant pages without extra functionality, say pages with
regular content, that can be edited it with Yulup, TinyMCE or any other text
editor.
- create a new page
- edit a page 
- delete a page

make sure that 
-- pages are allowed to have meaningful names
-- page is integrated in the sitetree
-- 118n is supported
-- revisions work
-- meta data is consistent
-- ...
