two reasons:

 - We still haven't refactored the resource type matching (whereas one 
implementation would also match query strings)
-  The tinyMCE resource is not a global resource called by the servlet 
itself

Both reasons can be changed though ;-)

I agree that your suggested URL would be much nicer
