Well the two user groups are distinct, I think. Windows users would expect
things to work "Windows-like" and so would probably expect either an installer,
or at the least that they can just download a zip file, unzip it, and "just use
it". Cygwin is a unix-alike environment, and the people using that are (IMO)
more likely to be people who would appreciate the open-sourcedness (if that's
even a word) and might try it out, and then perhaps "spread the word". Gross
generalisations, of course, but that was my thinking in suggesting a Cygwin
pkg.
