The bug hinted at in commernt 4 and comment 7 is probably bug 5264.

I am not sure if using XInclude to include just one piece of content is such a
good idea: it seems vastly overkill compared to using the XSLT "document"
function (whicn would probably need fixing bug 6382).

However ATM the menus do the job => P3.
