[Yanel-dev] new format for accessing resource-type-htdocs

hi all

since IE has some problems with the slashes in the namespace of a 
resource-type-universalname we now url-encode the universal-name when 
accessing resource-type-htdocs via

BACK2REALM/YANEL_RESERVED_PREFIX/resource-types/RESOURCETYPE_NAMESPACE::RESOURCETYPE_NAME/path/to/htdocs.

NOW use something like this
yanel/resource-types/http%3a%2f%2fwww.wyona.org%2fyanel%2fresource%2f1.0%3a%3axml/yanel/icons/32x32/rt-icon.png

instead of
yanel/resource-types/http://www.wyona.org/yanel/resource/1.0::xml/yanel/icons/32x32/rt-icon.png
