i18n caching

This patch implements caching of i18n MessageProviders.

It introduces a YanelStreamSource which extends StreamSource and adds a
getLastModified() method.

Further it adds a MessageProviderFactory which keeps a cache of
MessageProviders and checks the last modification of the corresponding source
objects.
