Yanel Core Patch: ConfigurationUtil, Realm

Patch for the core to implement custom identity/policy managers.

The Realm class will create instances based on the configuration and use a new
class ConfigurationUtil to parse the custom configuration fragments. 

Also, the class ResourceConfiguration will make use of the new class
ConfigurationUtil instead of parsing the configuration data itself.

Additonaly, the Method Realm.toString() uses a StringBuffer to assemble the
info line instead of String operations now.
