It should be possible that a realm has its own logic to determine the
localization of a resource.
One realm might e.g. use the http header "Accept-Language", and a second realm
might just use the language of the url /de/foo.html.

Perhaps we could add an element <language-handler
class="my.special.LanguageHandler"/> to the realm.xml

This class would implement an interface with a method to get the localization
language.
