this patch adds javahl="true" to the svn stuff which forces use of javahl
instead of the command line, maybe this fixes the problems michael described.
it also moves the svn stuff to the init and still works with the
build.properties yanel.revision if it's not under version control
(src-snapshot)
it also adds a property to build.properties wich allows to control if the maven
artifacts should be installed in your local maven repo. if we don't control
this you get a new library added to your local maven repo when ever the
revision number has changed. this will unnecessary blow up the repo.
