factor out xml processing

this patch adds the class BasicXMLResource which is ViewableV2 and located in
the yanel impl package.
it provides the basic xml processing code (generator, xslt transformer, i18n
transformer, xinclude transformer, serializer) which may be reused by
subclasses.
as an example, the patch turns the XMLResource into a subclass of
BasicXMLResource.
