[Yanel-dev] global resource configs

Hi

Josias has implemented the user management and I would like to add the 
links to the generic Yanel menu.

It would be nice to place the resource configs somewhere and I would suggest

src/webapp/resource-configs

parallel to the global htdocs or do you think it's better to place them 
within

src/webapp/WEB-INF/resource-configs

WDYT?
