It seems to work on the cruisecontrol demo server:
http://192.168.101.102:8080/yanel-website/usecases/user-mgmt/list-users.html
and
http://192.168.101.102:8081/yanel-website/usecases/user-mgmt/list-users.html

Did you register the user-mgmt resource type?
