patch for chain of responsibility in xmlresource

This patch improves the language priorization in the xmlresource.
It does not exactly correspond to Michi's proposal, though. 
Here's the priority list:

1) yanel.meta.language query string parameter 
2) Translation Manager
3) Resource Configuration property 
4) Accept-Language header
5) Realm default language
6) Default "en"

This is maybe not the final solution, I will think again about the issue, and
especially about how to make it reusable for all resources. 
I just submitted this patch now to have a fix for the problem with the wrong
language links.
