I was assuming that there might be cases which don't use 
"translations.xml", but one might want still to define the language
for a specific resource instance. But I am not sure if these cases exist ;-)

I guess so far it's for historical reasons, because we didn't have 
"translations.xml" and needed a way to oevrride the browser setting.
