[Yanel-dev] Chain of responsibility re language determination

Hi

It seems to me the following chain of responsibility would make sense:

1) Language defined within resource config (.yanel-rc)
2) translation specific language (translations.xml)
3) Browser
4) Realm
5) Yanel (does not exist yet)
6) NULL (or "en"?)
