[Yanel-development] Introducing a "local prerfix property"

Hi

In order to have less files within the "conf" directory I think it would
be good to move the "local files" into a "conf/local" folder and also make
this folder configurable within (local.)build.properties which would allow
to have different local settings for various situations.
