No. Single endpoint means that you provide a set of urls for neutron 
access. You direct neutron clients to those urls by introspection. If 
one of these urls require user authentication / authorization it can be 
taken for granted that the client supports neutron-auth, well - because 
you know you deal with a neutron client.

Check the 1.2 Patch in the Bugzilla and see yourself. It even supports 
standalone (non-browser embedded) clients.
