[Osr-101] Webdav vs. Atom vs. GData

Hi,
can anyone explain why Neutron is higher level than Webdav and lower 
level than Atom?

I was looking at Google Data API 
(http://code.google.com/apis/gdata/overview.html) and it looks that it 
does pretty much the same as Neutron or at least it could be extended to 
do the same as Neutron does. In some sense it is also more than Atom. Or 
am I misunderstanding the Neutron protocol and purpose of it?
