[Osr-101] Add comment when saving

Hi

I think it would be nice if one could add a comment when saving similar 
to SVN/Subversion, but I guess we would have to enhance Neutron resp. 
embed the actual content being sent from the client to the server within 
an envelope such that the client could also send such a comment along.

Or how does subversion do that resp. does WebDAV offer something like that?
