[Osr-101] Workflow transition: server response

Hi,

The amendment [1] defines workflow including requests and responses. The
server response to a workflow transition consists basically of a
<workflow> element.
But according to [2], each version has its own workflow element, and a
workflow transition may change the state of other versions as well.
Therefore I believe that the server response should include the
<versions> element with the workflow of the affected versions.
For simplicity, I propose to to include the complete list of
revisions/workflow in the server response, as in the original
introspection.
