[Osr-101] consistency of workflow states

Hi

It seems to me when two persons are working on the same document it 
might happen that one person is publishing and another person wants to 
publish as well and the workflow states could become inconsitent.

Of course the CMS could lock the transaction/transition and throw an 
exception, but it could be kind of confusing for the user.

On the other hand I guess this won't happen very often, but anyway I 
wanted to ask if it might make sense to consider this within the 
protocol and also introduce some locking for workflow.
