[Osr-101] Relative paths in url attribute of open, save, etc.

Hi

Unfortunately, it is not specified what valid values for the "url" 
attributes of the open, save, etc. operations are.

It seems to be agreed upon that it can contain relative paths, resolved 
relatively to the URI of the document against which the introspection 
object is linked.

But there is a special case: what about an empty "url" attribute, i.e. e.g.

<open url=""/>

At the moment, this is treated by Yulup as an invalid value.

Is this ok?
