[Osr-101] Locked resource exception

I think we still haven't defined the "locked resource exception".

I would like to suggest the following:

Sever Response: 409 (Conflict) (or maybe some other 4xx status code)

Response Body:

<?xml version="1.0"?>

<exception xmlns="http://www.wyona.org/neutron/1.0" type="locked-resource">
  <message>Resource is already checked out by another user: lenya!</message>
  <locked-resource>
    <!--
