I think people want to (re-)publish old versions, because new versions 
might not be so good
and I am afraid this is quite often the case (shit happens ;-)

Of course one could use "Revert To  OLD_VERSION" in order to make an 
older version the current version and allow
publishing the most recent version, but this kind of destroys the history.

So I think if a CMS supports versions, then the Neutron protocol should 
allow publishing every version.

If a CMS doesn't support versions, then only this "recent version" can 
be published.

Make sense?
