[Osr-101] introducing a process for spec development

Hi

We are currently writing down the status quo of NP within

http://neutron.wyona.org/draft-neutron-protocol-v0.html

and hope to have it finished by the end of next week.

In order to get spec development organized we would like to introduce
a process as for instance

http://www.intertwingly.net/wiki/pie/HowToGetInvolved

whereas I would like to suggest to use the term "amendment" instead of 
"pace".
