[Osr-101] Neutron specs

Hi all

Michi promised to fix the neutron specs last week but I guess there's a 
lack of time to do so?

I volunteer to merge what has been discussed on this list so far 
(including my own partially undiscussed proposals, marked as being 
proposals) with what's there so far till the end of this week. I will 
also  kick out the most confusing parts.
